This morning, Michiel Pestman and Andrew Ianuzzi (external) of the Nuon Chea Defence team at the Khmer Rouge Tribunal filed a notice of appeal with the Office of the Royal Prosecutor (the ‘ORP’) attached to the Phnom Penh Municipal Court. The notice was filed in response to the ORP’s official decision to ‘file without processing’ the criminal complaint that was lodged on 24 October 2011 against among others Prime Minister Hun Sen.
